The forthcoming planning application will be in outline only - this means that only the principle of development, alongside initial design parameters, and details of access will be considered within the planning application.

Further details on the appearance, layout, scale and landscaping of the development will follow at a later date, should outline planning permission be granted by the Council.
In order to prepare this outline planning application we have considered the following:

Sustainability

The new homes will be designed to meet the latest Building Regulations standards. A high level of energy efficiency will be achieved in each home through measures such as air-source heat pumps and a fabric-first approach to the design of the properties

Electric Vehicle charging points will also be provided for each new home
Active Travel

The development will provide improved access to the Harland Way

Links will be made to the existing public footpath network surrounding the site, with a number of access points to the bridleway to the south east of the site

A new footpath linking the site to Harrogate Road will be provided


Highways

A Transport Assessment will be submitted alongside the planning application which will assess the impact on the surrounding highways network to ensure that the development would not lead to unacceptable congestion

A new vehicular access point will be provided onto Harrogate Road
Ecology/Biodiversity

Hedgerows will be retained and enhanced where possible

Significant net gains in biodiversity will be achieved through the development with sensitive planting and the creation of new habitats

The development will have no adverse impacts on the Kirk Deighton Site of Special Scientific Interest (SSSI) and Special Area of Conservation (SAC)


Flooding

The site is located entirely in Flood Zone 1 (the lowest risk of flooding)

The development offers opportunities to provide
improvements to local surface water drainage and water quality, as well as providing wider ecological and biodiversity benefits through potential new Sustainable Drainage Systems (SuDS)

Assessments confirm development could be delivered without harming hydrology in the nearby Kirk Deighton Site of Special Scientific Interest (SSSI) and Special Area of
Conservation (SAC)
Landscape

Landscape is at the heart of the development with a focus on creating a defined edge for this part of Wetherby, protecting views from Public Rights of Way and creating a robust green infrastructure network throughout the site

Planning Policy
This site has an unusual planning policy context, sitting on the boundary between North Yorkshire and Leeds. The built up area of Wetherby is covered by the Leeds Local Plan, however, the site lies within North Yorkshire, so North
Yorkshire Council will be responsible for determining a planning application. Within North Yorkshire, the site lies within the former Borough of Harrogate.
Wetherby is identified as a Major Settlement within the Leeds Core Strategy which supports development to reinforce the town’s role as a provider of services to residents and those living nearby.
The Wetherby Neighbourhood Plan aims to “support the provision of a range of housing that meets identified needs, including the needs of local people both in the short and longer term”.
